I wish I could provide just one link with accurate information, but I cannot
find one.
Pretty good description is made by Latvian Institute (institution established
by Latvian government to provide a wide range of information about Latvia, its
society, culture and history) here:

Unfortunately, they forgot about New Year's Eve (Vecgada diena) - 31st of
December.

As far as I know, this law is not officially translated to English yet. Anyway,
I think you will be able to figure out anything you need, using all these
