Actually it is a bug, not a wish. I have a few POP accounts. Only one of them
has the option 'leave fetched messages on server' selected. I have created a
POP filter that should delete the emails on the server if the FROM header
contains a specified email address.

I understand that you treat it as a wish that the filter action should have a
higher priority than that setting. The problem is that the emails don't get
deleted even for other accounts for which the fetched emails should be deleted.

To summarise, it looks like that if one of the POP accounts has the option
'leave fetched messages on server' selected, then the delete message filter
action does not work.
