Actually the plain text version doesn't only miss the quote signs ">" but also
loses all formatting.
Usually some transcription takes place to preserve at least some of the
formatting such as:
- append <http://test.de> for links
- wrap bold text in stars (*)
- wrap italics text in slashes (/)
- wrap underlined text in underscores (_)
- transcribe list items to stars resp. ordinal numbers
so at display time some of the formatting can be restored.

Actually Kmail does have the functionality to do so when replying to a
text-only message - buggy but better than nothing.
