seems it's not. The original report was:

That's possible (settings / composer / Subject), and the entries are
case-insensitive

then followed an unrelated idea:
> what do you (or others) think about the "kill all bad Re:/Fwd:"-option?

and on the same dialog, there's a "Replace recognized prefix with "Re" checkbox
