I have also had the same problem for quite a while -- I have now started
receiving sufficient number of signed messages that I went searching for a
solution.

In addition to agreeing with Tobias that kmail needs to handle the unresponsive
keyserver better, the default keyserver should be changed if
hkp://wwwkeys.eu.pgp.net is not reliable.

When following the instructions from Tim on how to change the settings, it
seemed like I should be able to add the additional server and save with two
servers set.  However, if I did that, and then went back to the Edit box the
second one had disappeared.  I could only get the Edit box to save one server.
