I am having very nearly the same symptoms, with the exception that Kleopatra
does not show up in either running tasks, or processes.  I get a busy mouse for
a few seconds after I try to start it, and then nothing.

GPA works fine on the same machine.

I'm running MS Server 2008, 64 bit.  gpg4win version 2.1.0
