KMail converts extended characters encoded as UTF-8 in mailto URI to question
marks.

Reproducible: Always

Steps to Reproduce:
  1. { kioclient exec 'mailto:na%C3%AFve%20operator%20%3Cuser at example.com%3E';
}

Actual Results:  
  1. KMail creates a message to "na?ve operator" <user at example.com>

Expected Results:  
  1. Let KMail create a message to "naïve operator" <user at example.com>
