Problem solved.

After some advice on the kde forum, I removed my .kde4/share/config/kmailrc
file (or rather renamed it to ...-keep - which was fortuitous since I was able
to import its filters to the new one).

On restarting kontact, it is now behaving correctly.  So the power failure
seemed to have left kmailrc in a corrupted state.

Unfortunately I had to manually re-instate all my POP accounts and kmail
preferred settings.
