Hej,

I don't see the problem here... why should it only be possible if all previous
fields are filled out? If a user wants to add 10 new phone numbers it's easier
for him to hit 'Add' 10 times and then fill in the data instead of fill in one
data set, hit 'Add', fill in next data set, hit 'Add', fill in next data set...

Your proposed solution sounds like a unnecessary limitation for the user to me
