it happens to me, using Hebrew.
in Hebrew, the sign " may indicate acronym, and it's used here and there in the
"full name" part of email addresses.

not only that the "To" field is not filled automatically.
if you try to manually enter this address:
hi"there <hi at the.re>
then save as draft. you will see that the "To" field in the saved message is
empty.
