As far as I understand, this is not a duplicate of #255305.
(This is why I did file a second one in the beginning.)

This issue is about the ability to scroll beyond the current data.
#255305 is about that the contents actually disappears (since the kdialog
fallback methods have been changed apparently.) 

We should test it separately.
