When replying to an encrypted mail the received message is not properly quoted
in the new mail dialog.

Reproducible: Always

Steps to Reproduce:
1. Select encrypted mail from list
2. Decrypt by providing password
3. Click "Reply" button

Actual Results:  
New mail dialog includes a single chevron (">") indicating a quotation from the
received mail. The actual text of the received, encrypted mail is not included.

Expected Results:  
New mail dialog should include the full text of the received email.

Selecting (a subset of) the original email text and then clicking the "Reply"
button correctly produces a new mail dialog including that selected text.
