Steps to reproduce:

1. Open the Preferences dialog.
2. Click on the dialog help button (?).
3. Click on the Phone externa script field.
4. Follow the hyperlink to suggest a description.
5. Follow the instructions and send.

Actual results:
3. The dialog box shows a tooltip window with a hyperlink to suggest a
description.
4. Kmail creates a new message with data and instructions.  
5. The mail bounces.
