Whatever the user does the Increase Indent and Decrease Indent buttons from the
Navigator toolbar are always unavailable (=greyed).

Reproducible: Always

Steps to Reproduce:
- Launch Kontact and go to Kmail
- Click on 'New Message'
- Go to Settings menu/Toolbars Shown/Navigator to display the Navigator toolbar
- Enter a recipient, a subject and a few lines of text in the text editor
- Select a couple of the few lines 

Actual Results:  
The Increase Indent and Decrease Indent buttons are still unavailable

Expected Results:  
I am guessing that they should become available at some point and indent the
selected lines of text.

Since I was not sure how to test this I also tried adding bullet points to the
lines of text but even then the buttons remain greyed.
