I have a custom tag that I want to apply to incoming messages via a filter. It
just wont' work. Filter log shows the rule matches and the action occurs. But
the message won't take the tag. However, I can manually tag it and that works
ok. So it isn't just the e-mail isn't taggable. GMail imap backend.

Reproducible: Always

Steps to Reproduce:
Create a filter.
Set the action to tag the incoming mail.
Send yourself a mail that matches the filter.
Observe that mail is not tagged.
Manually tag the mail.
Observer that mail is now tagged.

Actual Results:  
Does not tag as result of the action of the filter.

Expected Results:  
Message should be tagged.
