It's still there, just disabled by default (deemed to be useless for
non-groupware users).

To enable it you can either add the following to kontactrc or build kdepim with
the enterprise cmake build option (which adapts the defaults where eX and
vanilla KDE differ).

GroupwareMailFoldersEnabled=true
