I can confirm this behaviour.  
KDE 4.4.4, Kmail vers 1.13.5 on OpenSUSE 11.3.  

Also, addresses of those that I've sent mail to, are added to an addressbook
but not to the Contacts address book.  Kmail doesn't seem to know the Contacts
addressbook exists
