i can confirm this bug on kde 4.4.2 kmail 1.13.2 on archlinux. It worked fine
for serveral years, until a few months ago.

It never happened to me that all mails were downloaded again, but only the last
few ones, so my problem is more like in Bug 222143.

I am using pop3.web.de.
