I am aware of this possibility. In my intial bug report I was saying that this
way also produces the wrong result.

I tested your suggestion and yes it makes a difference. I got the impression
that some of the strings only follow the settings in the control center. 
The intention of the environment variable (and the entry in the Help menu) is
to change the language without beeing forced to go to the control center and
change the language for the whole of KDE4.
So there is clearly a bug somewhere. Especially because other applications,
like Kate,  do not show this behavior. 
I will change the bug back to reopened.
