Send Queued Messages button and menu items do not work after the first time you
send email after loading Kmail unless you navigate to the outbox.  To duplicate
the error:

1:  Load Kmail
2:  Highlight inbox (or any other folder)
3:  Compose an email
4:  Queue the email to send later
5:  Notice Send Queued Messages button is active.  Press it.
6:  Compose another email
7:  Queue the email to send later
8:  Notice Send Queued Messages button is *not* active.
9:  Go to outbox
10:  Notice Send Queued Messages button is active now.  

The same behavior holds true of the menu items File > Send Queued Messages and
File > Send Queued Messages Via.

This bug has existed for years.  There was a bug report previously but I didn't
find it so I'm submitting this new one.
