I have some more information that may help narrow down the problem:

1. Open KMail composer (Ctrl+N)

2. Paste the following characters:
க கா கி கீ கு கூ கெ கே கை கொ கோ கௌ க்

3. Note how the rendering is not correct.

4. Go the beginning of the line and add the quote char '>':
> க கா கி கீ கு கூ கெ கே கை கொ கோ கௌ க்

5. The rendering is now correct!
