I can confirm this behavior. If a Mail is composed, it says
"Rechtschreibeprüfung: ein" in the statusbar, but nothing is underlined in the
message itself.

Additionally, the spellcheck from the Menu does not work as long as the
automatic spellcheck is active. If disabled, I can activate this manual check
without problems.

I am Using Kubuntu 9.10 Jaunty with kmail 1.11.2:
