For me, the "Watched/Ignore" column I've added is at the right whenever I start
kmail.  I then move it to the left and try not to quit kmail as long as
possible.

This is kmail 1.11.1 from Debian's kmail 4:4.2.1-1 packages (experimental),
using the "standard mailing list" aggregation with the "classic" theme.

Also I've not found how exactly this is set per folder.  By default it seems to
be a global setting.  Not sure if this is an actual bug, a suboptimal UI design
or just plain user stupidity.
