(Sigh)  Sincere apologies.  Problem traced to a configuration setting being
borked in upgrade to KDE4 (user error).  

"Detailed Notifications" was selected in Settings->Configure Kmail.  But the
actual notifications settings (Settings->Configure Notifications) were not
migrated from KDE3 and I neglected to check them until now.  

Marking as RESOLVED//INVALID (because there's no "RESOLVED//PEBKAC" option).
