You should report this bug to your distribution. If the KMail package is
installed, the distribution should take care of pulling in the related packages
like gpg-agent and setting them up properly.

Of course, the fact that KMail says "Bad passphrase" instead of a proper error
message is still a bug, but I have been told this is difficult to fix.
