oh, well - I just stumbeled over the same issue here with kmail 1.11.0 :)
- and although I could confirm Allen's explanation (comment #5),
I find it very confusing, not to use the templates defined in
kmail-settings-editor-custom templates in the 'file-new' menu, but rather
messages stored in the 'template' folder
(which can't handle placeholders, anyways).
