[Bug 102654] kmail spelling suggestions are using wrong encoding

The problem still happens in kmail-1.9.10.

If I type wrongly spelled words in a new mail window, in french like :
maitre chomage noel ca, they are displayed in red.

Then, the right click suggested list contains words like :
maÃ®tre chÃ´mage NoÃ«l Ã§a but don't contain the correct words :
maître chômage noël ça
