I can't tell you how you can get the current KDE 4.3 version for your Ubuntu,
but the KDE version you're using is already long outdated. Kmail in KDE 4.3 is
at version 1.12.
Please get the latest KDE version and see if you're problem still persists.
If you need help on a user level, please have a look at e.g. techbase.kde.org
or ask on a mailing list (either Ubuntu or e.g. kdepim-users at kde.org )
