Are you sure ? KMail has another behavour:

1. When the "view attachment is smart" is selected a file name displayed if
koi8-r used and not displayed if utf8. But external viewer running correctly.

2. When the "view attachment is inline" is selected a file name displayed
correctly in both cases.
