KDE 3 behaviour was like KDE 4: notes were resizeable only dragging the bottom
right corner.

About the style it looks like that that feature has been dropped in KDE4. If
you want styled notes you should use the new notes plasmoid which is themable
within plasma.

I'll leave this report opened with this summary but I don't know if someone is
currently working on knotes.
