This bug does not belong to kmail, it was reported correctly against
kipi-plugins / send mail. Could you please move it back where it was?

Just to make this enhancement request clearer:
It's about the kipi plugin send mail which provides the send mail feature to
digikam, gwenview, etc.
Its present behavior is to include images as attachments.
The requested feature is to let users choose between embedding the images
within the email text or as attachments (current behavior).
