I can't reproduce using KMail 1.11.0. On sending an encrypted mail to someone I
don't trust I get a dialog saying:
"One ore more of your configured OpenPGP encryption keys or S/MIME certificates
is not fully trusted for encryption. The following keys or certificates have
unknown trust level: <mailaddress>" (mailaddress is obviously the one I'm
trying to send to).
The following key selection dialog doesn't bug me about it.

So I assume this must have been fixed.
