I can confirm on 1.10.1. I think this bug should be left open. Maybe it can
server as a reminder to make kmail display error messages if a connection can't
be established.

One way to reproduce:
- unplug your network cable
- open one of the accounts configuration dialogs (pop3/imap/smtp, doesn't
matter)
- check the servers abilities
=> the progressbar reaches 100%, not error shown, even though it couldn't
establish a connection.
