13,7 kB seems to be the size of an empty folder.
KMail creates a folder structure for the inbox/outbox etc, and these folders use diskspace, as they occupy inodes. Thus, the size displayed is correct. The size is displayed on-the-fly, and because of this, it gets only calculated when clicking a folder.

Removing ~/Mail, ~/.kde/share/apps/kmail and ~/.kde/share/config/kmailrc (and probably your identities and transports as well, not sure how those files are named, but they are also in the config directory) should remove all KMail settings and files. In fact, ~/Mail is not used in newer versions anymore.
