Steps to reproduce:

Left-Click on an imap folder in kmail and drag it to somewhere in the list (i.e. in between local and first imap folder). 

Results: 
Inbox of dragged imap folder (or its contents) are moved/copied to local

Expected results:
Move folder entry in folder list to dragged position

I consider this as a bug because it is not only a missing feature but trying to move an imap folder "in the list" moves the imaps folder inbox to local which is certainly not intended.
