[Bug 149413] New: Fetching emails with POP3 is a noop

Hi,

I have the same problem with KDE 3.5.9  just after having upgraded from 
openSUSE 10.2 to 11.0 .

B4 had no problem.

The most strange is that root and one user don't have the problem while the 
main user and others, for testing purposes created, have the problem.

Those which do not have the problem don't show the tooltip beneath KMail (like 
an electrical plug).

From root, i compared some files of both users having the problem with others 
of the user and root who don't have the problem but cannot fin a consequent 
difference among them.

In fact, if You wd advise me which file manages that tooltip, i could better 
look into the differences and, hence, help to discover the "why".

PS Yes, I know, dont surf on internet under root. Just did it to check whether 
as root the problem occured.
