If there is a real desire to avoid any sort of hidden surprises, it may be an acceptable compromise to limit what tags are used at first, and plan to evaluate additional features as users request them.  For example, list and font related tags are likely high priority.  

They are also unlikely to cause a kernel panic.  

Maybe start there (i.e. preserve font, font size, italics, bold, underline as well as lists) and work on preserving some other aspect of formating later.
