Just for completeness a summary,with:

1   Focus policy "Strictly under mouse", all Focus stealing prevention levels generate the old behavior
2   Focus policy "Under mouse", all Focus stealing prevention levels generate the old behavior
3   Focus policy "Follow mouse", only Focus stealing prevention level "None" generate the old behavior
4   Focus policy "Click to focus", only Focus stealing prevention level "None" generate the old behavior
