There's seems to be a number of bugs reports on this topic in 2005/2006 and while most of them have been marked RESOLVED, I have not been able to get KMail to store passwords without KWallet until I upgraded to KDE 3.5.7 last night.  My passwords are now saving locally, but it has created equally annoying side effect.

Scenario:
Kubuntu 7.04 (Feisty)
KDE 3.5.7
Kontact 1.2.5
KMail 1.9.7

KWallet system integration is ON.  I have instructed Kwallet to DENY FOREVER the KMail application so that KMail will store POP passwords locally instead.

When opening Kontact, KMail will successfully retrieve mail without prompting for a password, however when I close Kontact, I receive 4 prompts (one for each email account) stating that KWallet is not available.  It then asks whether I would like to store the passwords locally or not.  I choose STORE PASSWORD.  This process repeats every time I open and close Kontact.

Following previous bug reports, I have made certain to close Kontact before ending my KDE session to make sure the passwords are stored properly. This does not change the outcome.

Disabling KWallet is not an option I wish to pursue.  I use an empty-password Wallet to manage my wifi networks without the need to enter a password constantly.  For really sensitive information I use PwManager 1.2.4 (without KWallet emulation).  I do not want my email passwords stored in plain view, but I also do not want to have to open a secured wallet every time I check my mail.
