I see this message only (? well, I don't die for that :-) ) when I am connected but there is much traffic KMail cannot connect.

Ok, I did some tests:
a) I set KNM to off-line mode -- KMail immediatelly (!) says there are no mails (as before, so I guess it does not even check my accounts)
b) I set KNM to on-line, but then I turned off (stopped) NSD (just like you told me to) and then I clicked to "check in mail" --> KMail started checking mail
