The "New Message from Template" menu is taken from the templates folder. So, you need to create some messages in the templates folder first.  The menu does not look in the custom templates.

I know. This is a big usability problem that we just didn't have the time to finish before the 3.5.6 release.  I hope we can improve things for 3.5.7.

I will leave this bug open until we can fix the usability problems.
