I may not be understanding correctly, but can't Kmail already do this?

If you go here: (Settings -> Configure Kmail -> Security -> Reading)  there is an option to "Automatically Encrypt Messages Whenever Possible".  If valid keys are found for all users receiving the message, Kmail prompts the user as to whether they would like to encrypt the message or send in the clear.  

(Note you can also set encryption preferences on a per-contact basis via Kaddressbook.)

There is also an option in Kmail to "Always show the encryption keys for approval", which prompts the user before sending the message.  (This also gives the user an opportunity to cancel sending.)

There is also an option to "Automatically Import Keys and Certificates".  (Settings -> Configure Kmail -> Security -> Reading)   This one I haven't tested myself.

Will these options provide the functionality you're looking for?
