This is caused by the new templates feature.

Go into Configure KMail-> Composer -> Templates
Select Reply to Sender.

You'll see a %CURSOR in the template.

Make the template look something like:
%REM="Default reply template"%-
%CURSOR
On %ODATEEN %OTIMELONGEN you wrote:
