17.04 Windows release?

Hello,

I am currently building latest master with updated mlt, frei0r, ffmpeg, frameworks etc.
Have to fix few things for that.

It could be automated (like AppImage)!

Yet having someone to fix these specific bugs would be of great help!

afaik we need a windows maintainer for that to happen so we will be doing a call for maintainers/packagers soon.
