Hi from France :-)
We are packaging it quite often in Mandriva (we try to be quite close to the release), and you can see the various specs files there:

http://svn.mandriva.com/cgi-bin/viewvc.cgi/packages/cooker/mlt/current/
http://svn.mandriva.com/cgi-bin/viewvc.cgi/packages/cooker/mlt%2B%2B/current/
(no frei0r yet).
The mandriva rpm's may contain additionnal rpm macros in comparison with fedora, but for the rest, you can take it as a good starting point :-)
