Spacer tool is designed to insert or remove space in your project. For example 
let's say you want to insert a sequence in the middle of a project, you can 
use the spacer tool to move all clips that are after the insert point, so that 
you have free space to insert your new sequence.

It can also be used to remove space, for example if you decide to remove a 
sequence in the middle of a project, delete the sequence, then with the spacer 
tool you can bring the 2 parts together.

In other words, it's like a group move tool that affects all clips after the 
click point.
