I did the following changes:

There is no more "project folder". From now on, all temporary files are 
stored in KDE's default temp directory (~/.kde/tmp-username/kdenlive). 
This folder can be changed in Kdenlive settings dialog.

If you open a project and Kdenlive cannot find a video, it asks you for 
a path to the file and will automatically try to find all other missing 
clips in that path.

So if someone sends you a project file, when opening it, Kdenlive will 
automatically create a tmp folder to put necessary files in it, and it 
will then ask you for the path to the video files. If all video files 
are in the same folder, that's all you have to do.

I hope that can help you in your project.

Allowing relative path inside a Kdenlive or Westley playlist would 
require more important changes in MLT and I am not sure it really is a 
good option.
