Despite I am not an encoding expert (Thiago is), I really believe we shouldn't
drop our efforts on making legacy encodings working. We already have to do lots
of things for caring about something that should have already been achieved
(that is, filenames being in a properly encoding).

However, I also understand the user point of view. I wonder if other operating
systems (as the newest from MS and Mac) handles this correctly.
