That is no kate bug.

I have changed the relevant string in the german translation from "Öffnen" to
"öffnen" (Capital Ö to small ö) and the two dots over the small ö are
displayed.
Easy test to check this: change Text Position of the Toolbars to "Text Only" or
"Text alongside Icons" and the two dots over the "Ö" are displayed properly.
I assume that the two dots are hidden by the icon, so this is a kdelibs or qt
bug.
I am unsure where to assign this bug. Any suggestions?
