This bug is still present. The problem is that if the toolbar size that is set
in systemsettings as the default is chosen in an application, when the
application restarts, it loads the hard-coded 22x22 default.

To reproduce:
1) Set the size to 32x32 in systemsettings. Note that the applications will
still use 22x22 (that's bug 169067).
2) Open konqueror and set the size to 16x16 or 48x48 and notice that if you
close it and reopen it, it will remember it.
3) Now set the size to 32x32 in konqueror (which is the same as chosen in
systemsettings!), close it and reopen it. You will notice that it loads in
22x22.

Confirmed with kde 4.2 trunk r884287.
